Brenda from New Jersey

My mother came to live with me at age 89 in 2015 following the death of my step father. Over the years she has been with me, I am her primary caregiver. She is becoming more and more frail as the years go by. She is approaching her 92 birthday in January and I have been trying to get Medicaid for her as her income is low. However, even though I have provided all the information the state required, I have now been denied twice for reasons that seem weird. I am at a loss as to what to do as the situation is very stressful knowing there is help out there for her, but which I can't access due to my lack of knowledge in how to proceed. I am attaching a photo of my mom taken when she first came to live with me.
